Rive in a Chrome Extension (Manifest V3): Fix the WASM Loading

In Manifest V3, bundle rive.wasm inside the extension and call setWasmUrl with chrome.runtime.getURL to point at it. Allow wasm-unsafe-eval in your content security policy and ship your .riv file inside the extension package too. Reload, open the popup, and the mascot pops in; click Summarize and it thinks, then plays success.
